What this bill would do:
- Reduce the number and size of stipends
- Only provide stipends for chairs of committees which do significant work
- Lower stipends for leadership positions
- Provide non-leadership controlled stipends to fairly compensate chairs of joint committees
Why we need it:
This new bill has been filed by the Coalition to Reform Our Legislature (CROL), which aims to address the lack of transparency and chronic inaction of the Massachusetts state Legislature. This bill can address a root cause of inefficiency and opaqueness in the Legislature by reforming the stipend system.

The Logistics
- This bill would reduce the number of stipends controlled by the Senate President significantly (from 94 to 31)
- This bill would also reduce annual costs by over $500,000
- Reduce financial dependence on stipends for legislators, which would allow for better representations of their constituents’ interests
- Provide better compensation for all legislators, not just those who have the favor of leadership
